Our Health Experience


P2P has end-to-end capability in the health space; from strategic guidance and business case development, through transaction and assurance work, and ultimately to delivery and project/program management. Our projects range from smaller $20 million developments in rural and remote regions, through to major $2 billion new facilities. Highlights include:

  • Project Director, Mackay Base Hospital Expansion

  • Gateway Reviews of Bundaberg Hospital, Cairns Hospital, Redcliffe Hospital

  • Assurance Framework Development for NSW Health Infrastructure and New Zealand Ministry of Health

  • Gold Coast University Hospital Facilities Management Review

  • Multiple Business Cases including Cooktown MPHS Redevelopment, Princess Alexandra Hospital Sub-Acute Urban Renewal Program, Rural and Regional Health Program, and the Satellite Hospitals Program.

  • To meet the needs of the rapidly growing Sunshine Coast region, the Queensland Government allocated $1.8 billion to construct and establish a new tertiary teaching hospital at Kawana. The hospital opened in early 2017 with approximately 450 inpatient beds, expanding to 738 by 021/22. Roger from Pier2Pier undertook the role of Technical Director and led the design and technical team supporting the masterplan, preliminary assessment, business case and transactions for both the 200 bed co-located private hospital and the Public Private Partnership (PPP) contract for the 738-bed public tertiary teaching hospital.

  • Pier2Pier has worked closely with NSW Health Infrastructure across a range of major health projects, providing project assurance as well as strategic support through planning and delivery phases. This has included involvement in significant hospital developments such as the Tweed Hospital Redevelopment, alongside the preparation of a business case and the development of a design assurance framework supported by a suite of interactive guidance documents. Pier2Pier has built a long-standing relationship with NSW Health Infrastructure and continues to support the organisation as a trusted advisor to one of Australia’s most mature and capable health delivery agencies.

  • Pier2Pier has partnered with Health Infrastructure Queensland across a broad portfolio of health investments, delivering business cases for major statewide programs including the Building Rural and Regional Health Program and the Satellite Hospitals Program, alongside a range of other strategic health initiatives. Our work has also included the provision of independent assurance services, with Roger Simons acting as a trusted assurance advisor to the organisation. Through this engagement, Pier2Pier has supported Health Infrastructure Queensland in shaping robust, investment-ready proposals and providing confidence across planning, governance and delivery.

  • P2P have been engaged to undertake Gateway and assurance reviews of PPP healthcare projects across Australia including the New Royal Adelaide, the Victorian Comprehensive Cancer Centre, and Northern Beaches Hospital in NSW. Other PPP reviews led by Pier2Pier include education and justice projects. In leading these reviews Roger brings his experience of representing the State (gamekeeper) as well as representing ProjectCo (poacher). He has also been asked by ProjectCo teams to review bid submissions with a government lens prior to submission.

Recent Work: Mackay Hospital Project Director

Richard Blattman of Pier2Pier is currently engaged by Health Infrastructure Queensland as the Project Director for the Mackay Base Hospital Expansion Project. With significant prior Project Director experience in similar roles including for the Tweed Hospital Redevelopment and Randwick Hospital, Richard brings a wealth of planning and delivery experience to a project that means a great deal to the community, and that will have significant impact on the healthcare provision to regional Queensland.

Our Tourism Experience


Our tourism experience is grounded in delivering sustainable outcomes that align visitor growth with long-term economic, environmental and social value. We work closely with public and private sector partners to shape and deliver tourism initiatives that respect place and enhance community benefit. We’ve had the opportunity to work in some amazing locations on this work over the recent years, and are excited to continue pursuing projects in this space.

  • In 2023 we worked with the Hunter Joint Organisation on the Hunter Global Tourism Project - building on the exciting opportunities offered by the Newcastle Airport’s new international terminal to craft a suite of potential projects and supporting business case (and marketing strategy with partners Destination Store) that could help drive investment in the region.

  • The Queen’s Wharf Brisbane redevelopment is widely regarded as one of the most significant place-making projects delivered in the Brisbane CBD and is now an established part of the city’s skyline and cultural landscape. The project is realising substantial economic benefits for Queensland through job creation, increased tourism and activation of the riverfront precinct. Roger led the team engaged to develop the project’s business case, including market sounding, and provided transaction and project management services to the Department of State Development. Embedded within the Department’s team, Roger also mentored junior staff and supported capability building, and later assisted with early planning for integrated resort developments on the Gold Coast and in Cairns.

  • Our team has worked with the Queensland Parks and Wildlife Service to develop a framework for private proponent ecotourism applications and subsequent assessment, review and business case process - helping to encourage private sector to engage with the QPWS on these exciting ecotourism initiatives.

  • We worked with the Queensland Department of Environment and Science on this project that sought to add digital connectivity to rangers in national parks. This included a two stage business case process that we led, along with a Pilot that we managed.

  • We recently worked with the Tasmanian Parks and Wildlife Service on the approach to market for the Tarkine Adventure Hub - seeking to revitalise Dismal Swamp. We developed an exciting market engagement video as part of this project, which you can see here.

  • We worked with the QPWS to develop the Walkabout Creek Masterplan (with inputs from a Multidisciplinary Team); creating a unique vision for the space that drew on the best of ecotourism principles and practices.

Recent Work: Tasmanian Parks Online Booking System Project

The Tasmanian Parks and Wildlife Service (TPWS) sought a new booking system provider to address ongoing issues with disparate and outdated systems, and drive benefits for parks users and staff. Pier2Pier developed the detailed business case submission for a new Online Booking System for the TPWS, which was successful in securing funding and approval for the project to move to transaction stage.

Pier2Pier then managed the market interaction, and subsequent transaction process, including the Expression of Interest (EOI) and Request for Tender (RFT) stages. Our EOI process - including the unique use of video project summary - resulted in 21 respondents, and we have recently concluded the process to identify a Preferred Supplier, with contract negotiations underway.

Our Sport and Education Experience


Pier2Pier has extensive experience across the education and sport sectors, supporting public and private sector clients through business case development, transaction management and assurance reviews. Our education experience includes close involvement with the Queensland Department of Education on the Building Future Schools program, while in 2023 our team also delivered assurance reviews on major Olympic-related projects supporting the Brisbane 2032 Games, applying the same rigour and governance focus to large-scale sport infrastructure.

  • Roger Simons of Pier2Pier undertook a series of Gateway assurance reviews of major tourism and Olympic infrastructure projects on behalf of Queensland Treasury. This included reviews of the Wangetti Trail Project and the Redlands White Water Centre, providing independent assurance to support informed decision-making and delivery confidence for projects critical to the Brisbane 2032 Olympic Games.

  • Richard of Pier2Pier developed the business case and commercial model for a commercially viable viral vector manufacturing facility in NSW, including the establishment of a new for-profit entity to own and operate the facility in partnership with industry.

  • In 2017, the Queensland Government announced two new inner-city secondary schools in Brisbane — the first built since 1963. Delivered as Queensland’s first vertical schools and developed in partnership with leading universities, the projects responded to growing enrolment pressure. Pier2Pier supported the Department of Education with strategic and program advice, using Enquiry by Design workshops to rapidly progress briefing and design and meet committed Term 1 opening dates.

  • James Cook University identified an opportunity to partner with the private sector to develop and operate a private hospital on its Townsville campus, adjacent to The Townsville Hospital. P2P managed the project for JCU, including defining the opportunity, engaging the market, developing procurement and contract documentation, and leading the evaluation process. We are currently supporting a similar market engagement for a new health and education facility in Cairns.

Recent Work: Education Gateway Assurance Reviews

Roger leads education sector project and assurance reviews across the eastern states. He has completed more than 30 internal assurance reviews for Queensland Treasury and Schools Infrastructure NSW across all assurance gates and regularly leads review teams. Roger is also a recognised Expert Reviewer for Infrastructure NSW and Queensland Treasury, and has undertaken education Gateway Reviews for Infrastructure NSW, Queensland Treasury and Infrastructure SA.

Our Renewables Experience


Renewable energy presents both challenges and opportunities for sustainable growth.

Pier2Pier works across a range of renewable areas - including solar and hydro power, water management projects, electric vehicles, and carbon abatement.

Our work covers strategic planning and business cases to transactions and assurance.

Our team helps clients navigate regulatory frameworks, optimise commercial and social outcomes, and plan and procure projects that generate lasting economic, environmental, and community benefits.

  • Pumped hydro is central to Queensland’s path to net zero, supporting renewables, load growth and the orderly exit of coal. Queensland Hydro is delivering the Borumba PHES project, targeting operations by 2030. Pier2Pier has led Gateway Reviews for Queensland Treasury during the project’s planning and procurement phases.

  • Roger of Pier2Pier led the assurance team for the Gateway Review of the Somerset Dam project; working to analyse, assess and provide actionable feedback on the major infrastructure project in line with the strategic goals of the project.

  • The Department of Environment and Science is partnering on a 10-year project to rehabilitate Yurol and Ringtail State Forests, transitioning over 2,400 ha of ex-pine and ex-hardwood plantations to protected national park. Pier2Pier supported QPWS in enhancing economic and social outcomes, including traineeships for Kabi Kabi First Nations People and collaboration with Greenfleet on $4.5M of habitat restoration and carbon abatement works. Roger led the internal evaluation process, culminating in contract signature.

Recent Work: Electrified Bus Fleet Review

Adelaide’s bus network is transitioning to electric, with 60 new Scania buses being rolled out by mid-2026. Replacing ageing diesel vehicles, the fleet will reduce carbon emissions by more than 4,500 tonnes annually while maintaining existing routes and capacity.

Our Social Outcomes & Justice Experience


  • Pier2Pier led the Borallon Training and Correctional Centre transaction through a bespoke co-design process focused on long-term rehabilitation outcomes. By developing fit-for-purpose evaluation frameworks and KPIs with providers, the project delivered significant impact, achieving $5 in tangible benefits for every $1 invested.

  • Pier2Pier worked with the Office for Women and Violence Protection to co-design a Domestic and Family Violence workforce capability project. Through an expression of interest process and collaborative workshops, the project established the first Aboriginal and Torres Strait Islander–led consortium delivering DFV services.

  • Bara Barang, meaning “make tomorrow” in Darkinyung language, delivers cultural, employment, training, and career programs for Aboriginal young people. Pier2Pier supported Bara Barang in developing a major grant application, and partnered with Film Focus Films in developing a promotional video for the Dream Builders on Country program, which connects young people to education, training, and employment pathways.

  • A Social Benefit Bond (SBB) is a financial instrument that pays a return based on the achievement of agreed social outcomes. Queensland Treasury, in collaboration with service delivery agencies, established the SBB Pilot Program to deliver measurable outcomes in the areas of re-offending, homelessness and issues facing Aboriginal and Torres Strait Islander people. 

    The Pier2Pier led team provided a comprehensive suite of program and transaction management services to Queensland Treasury to deliver Queensland’s first SBB.
