The opportunity was identified for a private sector operator to partner with the University to develop and operate a private hospital on Campus. This included developing the scope of the opportunity, engaging with the market, developing the procurement and contract documentation, and leading the subsequent evaluation process. We led the Bundaberg Hospital Redevelopment Gate 1 PBC submission for Building Queensland in 2019, and as part of the options process assessed a range of non-infrastructure and infrastructure solutions. Three shortlisted options were identified – one around repurposing the existing infrastructure on the existing site, and building new where required, and two around constructing a new purpose-built facility (one on an existing site, and one on a greenfield site). Significant work went in to assessing the viability and value for money of the repurpose existing option. The existing site is located on a flood plain and bordered by a river. Given the cost of building on a new site, it was imperative to provide a detailed analysis of the true impacts of the repurpose option - the staging required, the significant operational impacts, and the flow-on impacts with respect to cost, workforce retention, design life and flood risks. P2P, cognizant of the government’s preference to not build on a new site but also aware of the severe limitations of building on the existing site, worked to deliver a comprehensive assessment of the risk, issues and considerations for each option, and present them in a compelling, evidence-based manner that supported the argument for the WBHHS preferred option. Toowoomba Hospital (TH) is the region’s hub hospital supporting all hospitals and aged care facilities in the Darling Downs Hospital and Health Service (DDHHS) region. Due to significant increases in healthcare demand in the region, DDHHS identified the need for a new or redeveloped facility to replace the TH. A PBC was developed by P2P and considered by the IRC in December 2016. The IRC endorsed the progression of the Project. The DBC was completed in Sept 2020 and provides for the delivery of a 640 bed (approx.) predominantly level 5 hospital on the BHH site and the relocation of all clinical service provision from the existing TH. The DBC for the TH project was required to navigate a number of challenges and complexities including: Establishment of project scope including resolution of variables including staging requirements, planning horizon, design level and budget parameters. Capital affordability of a major level 5 greenfield hospital in the current fiscal environment. Staging analysis required by the government to investigate delivery of the reference project in two or more stages. Workforce planning and recurrent affordability to deliver a sustainable facility and secures the workforce necessary to increase capacity and capability in a regional setting. To meet the needs of the rapidly growing Sunshine Coast region, the Queensland Government allocated $1.8 billion to construct and establish a new tertiary teaching hospital at Kawana. The hospital opened in early 2017 with approximately 450 inpatient beds, expanding to 738 by 021/22. Roger from P2P undertook the role of Technical Director and led the technical team supporting the masterplan, preliminary assessment, business case and transactions for both the 200 bed co-located private hospital and the Public Private Partnership (PPP) contract for the 738-bed public tertiary teaching hospital. It is forecasted to provide significant economic benefits for Queensland including job creation and increased tourism levels. Roger led the team engaged to develop the business case, including market sounding, as well as providing a full range of transaction and project management services to the Department of State (DSD). Roger was embedded with the DSD team and mentored many of the junior members of the team. Roger continues to maintain close contact with the team and the project as it rapidly emerges out of the banks of the Brisbane River. The objective of the Borallon Training and Correctional Centre (BTCC) Project is to provide offenders and the community with a safe, secure environment that promotes the rehabilitation of inmates by preparing them for successful parole and ultimately long-term desistance from crime. P2P managed the transaction process, focused on the delivery of long term outcomes through the use of a co-design process. We developed an Evaluation Framework and KPIs for contracted providers in partnership with training providers during the co-design process, capturing realistic time periods for measuring benefits, and realistic benefits categories. Hunter Park (previously the Hunter Sports and Entertainment Precinct) is a 63ha site located adjacent to Broadmeadow Station and 5km from the Newcastle CBD. Hunter Stadium and the Newcastle Entertainment Centre and Showground are part of the broader precinct that features a mix of facilities including sports grounds and other open space used for a variety of sports including hockey, touch football, tennis, basketball and harness racing. Presently, the site is underutilised and assets are past their useful life with ageing community infrastructure requiring significant renewal. This is in addition to a significant reduction in event bookings at the Entertainment Centre due to poorly maintained facilities. The Program is a capital investment initiative to deliver new and refurbished assets to support visitor services and activities in a prioritised way. It is designed to target investment opportunities that align with current State Government strategies and OEH corporate objectives, such as supporting tourism and economic development. The new schools are the first inner city schools built since 1963 and have been developed in partnership with Brisbane’s top universities. The primary aim of the Program was to provide additional capacity across the NSW prison network in response to high growth caused by bail and policing changes which had resulted in increased use of ‘high’ and ‘extreme high’ risk beds and significant operational inefficiencies across the NSW prison system. The Program was also aimed to respond to forecast growth in inmate numbers in the short and medium term. The Program, comprised of 14 discrete projects, delivered 6,074 additional beds on time and within the $3.8billion combined capex and opex budget. This enabled the asset owner, Corrective Services NSW (CSNSW), to close in the order of 2000 extreme high risk and high risk beds, as well as decommission approximately 500 obsolete beds in aged infrastructure. As the PBCP progressed towards completion in 2020, it allowed CSNSW to commence a follow-on Prison Bed Capacity Adjustment Program (PBCAP) to plan and implement the decommissioning of non fit-for-purpose cells and progress the development of the hub and spoke model for the NSW prison network in accordance with the Corrective Service Infrastructure Strategy. This ground-breaking Project will transition over 2,400 ha of state forest including ex-pine and ex-hardwood plantations to national park over the next 10 years. The Project is a successful collaboration between the State government, Noosa Shire Council, Noosa Parks Association and HQ Plantations. The overriding objective of the Project is the restoration of koala habitat on Yurol and Ringtail State Forests and their future dedication as protected areas under the Nature Conservation Act 1992. Roger has recently supported QPWS in enhancing the Project’s economic and social outcomes. This involves the inclusion of the Noosa and District Landcare Group incorporating traineeships and skill developments for Kabi Kabi First Nations People. In addition, the Project now includes a not-for profit organisation, Greenfleet, who are proposing to undertake approximately $4.5M worth of tree planting, natural regeneration, maintenance and other habitat restoration works in exchange for carbon rights on the affected land (Carbon Abatement Interests). These rights would apply while the land remains state forest and when the land is transferred to protected area.
